The article examines the evolution of human rights in contemporary international law, highlighting its transformation from a state matter to an international collective responsibility. Through a systematic bibliographic review of indexed academic sources, it analyzes the normative and institutional development of the human rights protection system, considering milestones such as the 1948 Universal Declaration and the creation of international and regional treaties and supervisory bodies. The study identifies relevant advances, such as the consolidation of human dignity as a central legal principle and the institutional strengthening of the system. However, it also exposes persistent challenges, such as normative fragmentation, the politicization of multilateral bodies and the weakness of coercive mechanisms. It concludes that, despite its limitations, the international human rights system constitutes a legitimate and dynamic regime, whose future effectiveness will depend on its capacity to adapt to new global challenges.
